My mother, who is the sole owner of the flat, passed away 3 weeks after 1st hdb appt, but the keys were already released to buyer for renovation which is in process, floor hacked, house in a mess, what are we suppose to do?

Morning, Under HDB ruling, due the decease of your late mother, the transaction will likely to considered as "Not Completed". Renovation Indemnity should have being given hence the buyers are starting the renovation prior completion.
