Sorry to hear about the unfortunate news, I hope you are managing well.
You may wish to check with the hdb branch in charge of your hdb matters on whether you are eligible to keep under your sole name since you have yet to reach 35 years old to be able to keep under the single Singaporean citizen scheme.
Also do note you will have to file for letters of probate (if your late mum left a will) or letters of administration (no will), so to be able to handle all her late estate matters, including the property matters.

You have to clarify with HDB branch office and appeal to hold as you are not eligible under any of the HDB eligibility schemes at the moment.
