These are some of the grey areas which is pretty difficult to determine who exactly is responsible for such repairs, or even what falls into fair wear and tear scenarios, since everyone has different definitions on what fair wear and tear means.
I have often come across tenants who indicated that they did not service the aircon because they did not use the aircon, resulting in breakdown of aircon, or others like not watching the TV so TV was left untouched, resulting in TV remote being damaged and etc.
Being a landlord or tenant agent can sometimes be difficult to juggle since we need to take interest of our clients, however, sometimes when things cannot progress further, we will suggest to split the costs between landlord and tenant, but it does not always work. If in doubt, speak to your legal advisor on the matter before deciding what you should do. As always, tenants are usually at disadvantage for such incidents as the security deposit is being held with the landlord, thus the only channel to claim back the deposit is through proper legal channels.
