My inlaws decided to downgrade from 5 rooms to smaller home since only 2 of them are living in current home. I'm thinking of buying over their home but wondering should I approach HDB to perform home valuation before OTP? What happen if my offer is slightly below home valuation?

You can buy over the house but must ensure you bought it either at the market price if it's a negative sale or at a price that is sufficient to compensate your parent's CPF usage to finance the flat plus accreud interest. This is to avoid COF board from claiming back the excess of CPF refund should there be a negative sales. For such cases, it may be prudent to consult the HDB Branch Officer first on the feasibility of the eligibility and also the first steps in doing so. Having mentioned that, I am not sure if this will be the wisest move in terms of structuring your property portfolio for your retirement goals? Since I assume its likely your in-laws property would be an older flat with less balance lease?
