Unfortunately no, he cannot apply BTO on his sole name, he has to apply with you the spouse together as hdb requires a family nucleus to be eligible. This means you have to sell off your private property.

If you wish to keep your private property, he can only purchase private property for investment purposes.

Yes he can apply a BTO but he will need to apply with you to form a family nucleus since you both are married. However, you will need to sell off your private property and wait out a 30 months period before you are eligible.
