Both of you have to purchase under non citizen spouse scheme as you are a foreigner while hubby is Singaporean.
For loan assessment, only your hubby's income will be taken into consideration.

I understand your frustation. Reason being why your income is not taken into consideration is that you are only an essential occupier and not an owner. It's a requirement that if you are married, you need to include your spouse (Singaporean, SPR or foreigner) in the application. Be it essential occupier or owner. Foreigner cant own public housing, minimally has to be a SPR. Even he decides to apply for bank loan, your income will still not be taken into account.
Alternatively would to opt for a private housing, in this way your income will be taken into consideration as a co owner. There will not be any additional buyer's stamp duty be payable as in the eyes of IRAS, the purchase will be your matrimonial home.
We are looking for a 3 to 4-bedroom HDB, and the loan offered by HDB is ridiculously low. Can he apply for a bank loan and an HDB loan? Since, clearly, I don't exist and don't matter in SG that would be our only option. Or is it one or the other? Are there other loan options that can be cumulated?
