1) Under your situation you are eligible for a 2-rm flat in the outer urban region using the Non-Citizen Spouse scheme.
2) The same scheme in resale HDB flat allows you to purchase any flat type.
3) Thus it is common that those who are purchasing HDB flats under such a scheme will opt for resale HDB flats.
4) They will start building their family while observing the 5 yrs MOP.
5) They will be eligible for any BTO flat type if they have an SC child upon completing the 5 yrs MOP. You will be able to apply for BTO under the Public scheme even if you are still not able to get an SPR or SC status by then.
6) The advantage is they can continue to stay in their current flat while waiting for BTO to be ready. And sell it only when they collected the key for their BTO.
