If I were in your shoes, I will be more inclined to (1) and right-size to an smaller unit with a higher balance lease. If you feel that the with the cash proceeds unlocked you can generate a yield higher than CPF OA 's 2.5%, it is better to use the CPF to fully pay the next property instead.
(2) & (3) involves rental market and it is more unpredictable as it is subject to market forces and you will have to deal with landlords that may request for their property back due to circumstances beyond their control. I think since you are planning for retirement you would appreciate the certainty and peace that comes with home ownership. The HDB resale market is at an all time high, and EMs are still highly sought after even though with the gradually shorter balance lease. It is a good time to cash out now.
