Hi!

You may only apply for a new HFE after your current one expires as the system would not allow you to do so. The current HFE application system is automated and when it recognizes that you have a valid HFE, it will keep bringing you to the current HFE approval that you have received.

However, I understand your concern about missing the Dec BTO exercise, hence it may be worthwhile to drop a feedback to HDB via their e-feedback channel to let them know about your concern with the expiring HFE. They should be able to assist you with this.
