As you have yet to fulfill the MOP to your HDB flat, you will need to seek HDB's approval should you wish to rent out the whole unit.

Approval will be on a case-by-case basis, and if approved, your MOP will be delayed and resume after you have taken back the unit for your own stay in the future.
