My gross salary is made up of Basic pay & Monthly Variable Component(MVC). MVC could be adjusted by employer when economy is bad. Basic pay is <$5K but if include MVC is >$5k. Is the income ceiling cap of $5,000 for HDB loan and grants inclusive of MVC?
