My girlfriend bought a new EC few years ago with then boyfriend. They broke up. EC is currently still under construction.
1) when i take over as the new applicant, would HDB request for my annual salary to reassess if our combined income is eligible for the EC
2) If she gives up the EC, would she be able to recover the progress payments todate?

Hi,

1) The fact is HDB does not allow change of applicant before key collection.
2) In your girlfriend's case, HDB properly will forfeit the deposit and withdraw the EC and put it out to market again.
3) You may put up an appeal to HDB to be the new applicant with your girlfriend. In this case, HDB definitely has to ensure your combined income does not exceed $16,000 to be eligible for the EC.
4) Once she gives up the EC, she will definitely lose the deposit. She may contact the agent who serves her to help her to assess how much she will lose.
