My Friend is 29 years old male wheelchair bound and unemployed. Is it possible for him to buy a hdb or resale hdb with his insurance payout and rent out his parents unit. Both his parents are not working.

As he is below 35 years, sorry to inform that he is not eligible to buy a resale hdb flat under single scheme. May I have more information so that could assist better?
