Yes your loan quantum will be up to 80% as you dont have any outstanding loan after selling off your "second" property. But this will be only applicable if you take a max loan tenure (lower of either one) of 30 years or up to your retirement age of 65 years old.
Yes the ABSD applicable will be 7% if you are purchasing it solely as a Singaporean or with another Singaporean (second property purchase as well) If not, ABSD rate will be different.
