You have to call up and speak directly to the HDB officer, they will advise you on the procedures to obtain approval. Supporting documents (eg. Official assignment of overseas posting from employer) would be required, and it will take 2-3 weeks to get an outcome.
From there, I will be glad to assist in subletting your unit and taking care of it while you are away, and it is best to seek a family tenant profile who can stay there for the time you are away.
