My family and I were obtained SPR in March 2018, should we wait 3 years where means March 2021 then only can searching/viewing HDB flat? since we are not still entitle to register intend To Buy at HDB website (not yet 3 years)

Yes, it probably makes sense for you to start your search after the CNY period next year.

However, you can start to explore your options from now, by first getting to know your finances so as to budget your purchase, and then looking into the possible locations which you may consider.
