1) Under current HDB policy, only Single at and above 35 years old is eligible to apply for 2-rm BTO/SBF in the outer urban area or resale flat of any type anywhere.
2) As per your current situation, your daughter is not eligible to purchase an HDB flat alone.

If your daughter is married, she can purchase under Public Scheme. There is no size restriction on the flat she choose to purchase.

In order to purchase a BTO direct from HDB, her monthly combined household income should not exceed $14k.
