Single PR is not eligible to purchase resale HDB, and since he is not employed, its difficult to acquire much financing from a financial institution. His best option will be to use full cash+CPF, and to look for a private property.

Single SPR are not eligible to purchase HDB unit. He would need to purchase it with his spouse or child. His next option will be private property if he have sufficient fund.
