My current resale 5-room flat was bought without CPF grant, and with bank loan. If I intend to downgrade and apply for BTO 4-room flat, is it possible? Will there be any levy required? And, is it possible to get HDB loan for this case? I have fulfilled the MOP. Thanks.

Evening Sean,

BTO are meant for SC. If you have never purchased any subsidized unit, you will be eligible, provided your income do not exceed $10k. You will also not be liable for levy as your first unit is not subsidized.
