My condo charge a fee for the resident id card , as i rent out the unit, who supposed to pay the fee? Me or the tenant ?

usually the condo mgt will provide 4 set of key or card. owner will keep at least one set. if the tenants need additional cards, then you can authorised it. but , the tenant will have a make arrangement, deposit and payment to the mgt.
