My company is transferring me overseas. I have not completed the MOP. Does that create strong case for exception HDB Approval to put my whole flat on rental ?

Morning,
Yes, with your company's letter of explanation stating your duties and committment for oversea deployment, HDB will grant special permission to rent out the entire unit.
Do note that this rental period will not be included into your MOP.
