Your initial HDB acquisition falls under either the Single scheme or Family scheme, with your spouse being a Singapore Permanent Resident (SPR). After getting married or once your spouse transitions to Singapore Citizen (SC), you utilized the Top-grant for your second purchase.

If I have accurately understood your circumstances, both of you qualify for a BTO application, subject to the existing HDB eligibility criteria. I suggest that you submit your HFE letter for evaluation before proceeding.

First house is subsidized flat, second house only half grant taken, is it the proximity housing grant? To confirm eligibility of BTO, you can apply HFE letter to confirm.

From my understanding, there will no longer be any CPF Housing Grant for you when you're purchasing your second resale flat, as you've already utilized it for your first flat. Hence, I supposed you mean $20k Proximity Housing Grant that's for staying near your parents?

If that's the case, you may be eligible to apply for a BTO flat as a "second-timer". This is provided that you meet all other eligible conditions, i.e income ceiling etc.

You can apply for a BTO, but there are a few things to note:
1. Eligibility – HDB will check your household’s grant usage history. Since you’ve received previous CPF/HDB grants for both resale flats, the amount of grant you can claim for a BTO may be reduced or you may not be eligible for certain grants.
2. HDB Loan Eligibility – If you’ve taken a full HDB loan for your first flat, your remaining loan limits and repayment capacity will be considered.
3. Income Ceiling & Family Nucleus – Make sure you still meet current BTO income ceilings and family nucleus requirements.
4. Resale Restrictions – You may need to dispose of existing properties before taking possession of a new BTO, depending on HDB rules.
