My 1st home is a Tampines 4 room resale flat bought with $30K CPF Grant and loan from HDB. Sold it and upgrade to a Bedok Reservoir 5 room Resale flat without paying levy and also using HDB loan now. Can I qualify to apply for a new BTO flat from HDB? How much is the levy do we need to pay?

You can still apply for BTO, but on Bank loan. case to case basis. Levy will be quite a lot base on your case study. buying a resale or condo/ New Launch will be a better choice now.
