straight forward answer: A resale levy will apply when you sell your first subsidised housing and buy a second subsidised housing. You will not have to pay any resale levy if you buy a resale flat (without CPF housing grant) or private residential property.

No resale levy is payable if you're buying a resale flat (from the open market), even after selling your EC. Resale levy only applies when you buy a new flat (BTO or SBF) or new EC directly from HDB or a developer with a CPF Housing Grant.

Hi Amanda,

If you purchase a resale 4 room flat, there is NO resale levy. Resale levy is only applicable if you purchase another subsidized housing ie another EC or another BTO in the future as a 2nd timer.

To transit from an EC to a HDB flat, you will need to plan the timeline and finances properly so that you are able to move smoothly from your current place to the next one with minimal cash outlay and not need a temporary place to stay.

Resale flat is not considered subsidized housing, so no resale levy payable. It is only applicable when you purchase your 2nd subsidized housing like BTO , new EC.

Do note 15 month wait out period applies after selling private property, unless you are already 55 years old and above. Hope the above clarifies. You do not need to pay a resale levy if you're selling your EC and then buying a resale 4-room flat from the open market.
You only pay it when you move from selling a subsidised flat or EC to buying another subsidised HDB flat or new EC from a developer.
