Dear Alfred,

I am afraid there is no way to legally decouple for your HDB based on existing regulations. You will be required to sell off this property before purchasing another property in separate name if the intention is to own 2 properties under separate name in order not to pay ABSD.

I am afraid to inform you that HBD is unlike private property, you are unable to do decoupling or part share (selling your ownership to another owner).

If you wish to own 2 properties at the same time, perhaps we can work out the figures what could be a better solution to it.

Hi Alfred,

1) This is widely known as "decoupling", meaning to remove one's ownership from the property via part sales.
2) This was very popular when the ABSD on the 2nd property was implemented to include SC in 2012.
3) The HDB has put this to a stop in May 2016. It is to ensure that buyers are not financially overstretched.
4) Current only private property is still able to continue with such practice.
5) You properly had also read that the new ECs are selling very well. One of the reasons is could be because EC upon MOP is still allowed to decoupling.
6) Do not mistake that no one is paying ABSD to own 2nd or even 3rd property. There are still people who are paying the ABSD for their 2nd & 3rd property.
7) And this is not limited to only foreigners, I'm seeing SPR and SC are doing so to own multiple properties by paying the required ABSD.

Hi Alfred,

Unfortunately under the current HDB ruling, the only way for one party to exit the ownership of the HDB is when couple divorce. For your case, you will need to sell off your HDB in order to avoid paying the ABSD and this may be a good option because the resale HDB index is at an all time high and it is an opportunity to exit the HDB with a profit before the price resume the downtrend.
