Is your sibling 35 years and above, and unmarried? If so, he can purchase under single singapore citizen scheme. Otherwise, you can't purchase as there is no sibling scheme available to be eligible for HDB. (Even SC siblings can't purchase either).

Alternatively you can consider private condos, no such restrictions.

Currently, sibling scheme had been removed from the eligibility scheme. Joint single scheme are both both single buyers who are SC. If your brother is above age of 35, he can purchase resale HDB unit under single scheme.
