Me and my partner are both Singaporeans. We are getting married soon next year and will be first time howeowners. Early this year, we applied for a 5 room HDB BTO at Tengah. At time of writing, we already obtained a good queue number. Well within the number of vacancies. However, we have not yet been invited to select out unit by HDB.

However, we felt that the waiting time is abit too long before we can settle into our own house. Given these circurmstances, may I know if it is possible to withdraw this application and look for and buy a resale HDB flat?

Will there be any penalty? What steps are to be taken to withdraw from my BTO and apply?

If you had been invited to book a flat, but did not do so even though there were units available, you have rejected a chance to book a flat and will incur a non-selection count.

First-timer families [including those under the First-Timer (Parents & Married Couples) category]

- With 1 non-selection count, you will be deemed a second-timer for a year in the computer ballot
- All your other flat applications that have been submitted from the October 2023 sales launch onwards, will automatically be cancelled
- Any additional ballot chances accumulated from your previous unsuccessful BTO applications in the non-mature estates will be set to 0
- Your first-timer priority will continue to be suspended for another year if you accumulate 1 non-selection count during the 1-year period

First-timer singles and second-timer families

- After 1 non-selection count, you will not be able to participate in any HDB sales launches for a 1-year period
- All your other flat applications that have been submitted from the October 2023 sales launch onwards, will automatically be cancelled

As there may be situations when flat applicants are left with very limited choices when they are invited to book their flats, HDB will waive the non-selection count for applicants with 10 or fewer BTO flats to choose from; or 5 or fewer SBF flats to choose from.

HDB flats are heavily subsidised and in demand. We strongly encourage flat applicants to consider carefully before they apply for a new flat, and book a flat when they are invited to do so.

Yes, as you have not selected your flat, you are free to "walk away" from the selection and purchase a resale HDB flat. Also, you will be entitled to CPF Housing Grant (and EHG/PHG) if you meet the eligibility conditions.

Hi Alex,

1) You have to make a request via MyRequest@HDB (https://services2.hdb.gov.sg/webapp/BE15AWMyRequest/BE15PMain) to cancel your flat application.
2) There will not be any financial forfeiture if you cancel your application before booking a flat,
3) You will incur a non-selection count as this is considered you have rejected a chance to book a BTO.
4) You will be deemed a 2nd-timer for a year in the computer ballot.
5) All additional ballot chances accumulated from your previous unsuccessful BTO applications in the non-mature estates will be set to 0.
6) Your 1st-timer priority will resume after the one-year suspension period.
7) You are still eligible to apply for an HDB loan and any available grants for buying a resale flat after the cancellation of the application.
8) You may have to reapply for an HFE if your current is reaching expiration. You must have a valid approved HFE to buy a resale flat.
