Both of you will be eligible to purchase under public scheme if she is under your legal custody, care and control (for widowed/ divorced persons).

Just for illustration:
If a HDB is $300k and your loan eligibility is $114k,

valuation fee: $120 (cash)
resale application fee: $80 (cash)
agent commission: $3270 (1% of purchase price plus GST) - cash
stamp duty: $4200 (cash/ cpf)
ABSD: $15k (cash/ cpf) as SPR
CPF $150k

You should need around $60k in cash.

Hi, yes you will be able to purchase a resale 3 or 4 room flat. The best way for you to calculate what grants you can get as well as how much loan is possible (might not have due to your age) will be to apply for a HFE, which will show you the breakdown in numbers.

However, right off the paper if we assume a unit at 400k,

There will be costs incurred such as
ABSD 5% (20k) in cash
Buyer Stamp duty
Resale application fee
valuation fee
lawyer fee
Agent fee
