For 3 bedroom condo near MRT at $1m, you have more options with older condos in the outer regions like Woodlands, Bukit Batok or Pasir Ris, definitely not in Tiong Bahru. If there's no outstanding loan now, yes your next property is max 80% from bank. A 4 room HDB, depending on which location, should be able to fetch 2.5k to 3k. For example the newer ones at Kim Tian or Jalan Membina can fetch 2.5k to 3k.
