Hi Mr Mugen,

Yes, 1x Singaporean + 1x Employment pass can buy BTO under Non-Citizen scheme.

However, this comes with some restrictions:
(a) Singaporean must >= 35 years old.
(b) Singaporean must be 1st timer.
(c) Can only apply for 2-room flat in non-mature estate.
