You mean new EC purchase from developer? The 5+15% downpayment is still required for the booking of the EC within 8 weeks. Are you referring to new or resale EC?

Yes HDB sales proceeds can be used to finance the bank loan in full but do take note that you have to fork out 20% downpayment, estimated 3% buyer's stamp duty and other costs first.
