May I check if ABSD is applicable each time we made a transaction of owning a 2nd property? Eg. If I already own private property A and wish to buy private property B as investment, I know I would need to pay ABSD. However years down the road, if I sell off property B & buy another property C to replace property B, is ABSD still payable?

Hi Mdm Tang,

1) ABSD is a tax. It incurred whenever there is a property transaction, as long as it fits the taxable condition.
2) Example, you owned property, buy 2nd property. It counted you own "2" property at the time of exercising, other than the exception case like HDB flat transactions.
3) After you disposed of 2nd property and buy again. You still own "2" property at the time of exercising, thus the ABSD rate will be counted as 2 property again and not 3.

Good afternoon,

Yes ABSD is dependent on the property ownership count at the point of purchase. At point of purchasing property B, you own property A hence ABSD is 12% on 2nd property for a singaporean citizen. The same applies when you purchase property C after selling property B. At point of purchase of property C, you own property A hence property C is considered your 2nd residential property. If ABSD regulations remain the same by then, 12% ABSD will still apply.

Whether you will need to pay ABSD years down the road, will be dependent on the policy at the time of the transactions. We cannot be certain that ABSD will remain many years down the road.

If the policy remains unchanged from now, then you will be subjected to ABSD should you own more than one property at the time of the purchase of your second property. Likewise for your third and fourth properties.
