Hi

Its possible to still borrow based on one borrower, two owner structure when doing the purchase. However the loan amount may not be as high as expected. Is the DRS person the one who is self employed? Perhaps you can share more info on how much you intend to borrow, so I can assist further? I have helped hdb owners to successfully upgrade to new EC.

2. If one party is under the Debt Repayment Scheme (DRS) or is self-employed with unstable income, the bank may take a more conservative approach to the loan amount.
3. In cases where both co-owners need to be borrowers for sufficient financing, approval becomes harder but not impossible—start with an In-Principle Approval (IPA) to check feasibility.

Lenders will assess factors such as the employment history, CPF contribution consistency, income stability, and debt servicing ratio.

Since one of you is self-employed, it’s also important to have at least 2 years of income records or Notice of Assessment to support the application. The stable income from the other party can help balance the risk, but the bank still has the discretion to approve or reject based on their internal credit policies.

I have assisted my client who is under DRS to secure a loan before. However, the situation is different for every individual. For your case, you can choose to obtain the loan under one name but it will be more challenging for you to afford a EC because for EC, the Mortgage Servicing Ratio is lower at 30% as compared to buying a private property.

It is important to first determine how much you can borrow and then work out the sums to see whether it is financially comfortable.
