Looking for an agent’s help! I’m a Citizen while my mom is a PR. We’re looking to get a resale flat (hle at $280K) (Grants & Cpf $170K) = $450K budget. First time home buyers/owners transitioning from HDB RENTAL. Since she is a PR, the ABSD is 5%, totality we need to fork out cash of $25K including my BSD. Any options on how to move forward if we have little cash outlay? Are we able to delay the payments to IRAS and pay the late penalty? What are our options?

Good morning Sir/ Mdm,

There's no ABSD remission for both of you as you are buying with your mom and not spouse (under matrimonial home scheme).

I had a HDB sale that completed just last week. The buyer who took up HDB loan used CPF OA funds to pay for the stamp duty. You can clarify with HDB directly on usage of CPF OA funds for stamp duty payable.

To purchase a resale HDB, you will require these in cash:

- option fee $1k
- valuation fee $120
- exercise fee $4k
- resale application fee $80
- agent's service fee (1% of purchase price plus GST) and so on.

For my own purchase, I also did not pay cash up front for the stamp duties. To highlight on the stamp duties payable in your scenario of $450k purchase price, it should be $30,600 since your mum is a SPR therefore there is no ABSD remission that applies for 1st matrimonial home for SC + foreign spouse.
