The HDB resale value is an estimation of how much the resale flat is worth.

If you’re buying a resale HDB flat with your CPF savings, or a housing loan from HDB or a bank, you’ll need to submit a Request for Value from HDB.

As a resale buyer, you’ll have to negotiate with the seller on the selling price and pay him/her the option fee first before requesting for this HDB valuation.

Once the seller has granted you the Option to Purchase (OTP), you can then submit the valuation request to HDB.

If HDB decides that a valuation is indeed required to determine the value of the flat, an assigned valuer will come to the flat to inspect it.

I do understand your concern on this. HDB valuations will only be made available once you have optioned (placed an option fee) for the flat. This may be quite confusing procedures for buyer. An indicative value can be estimated through various sources prior to the purchase but is not a guarantee that HDB valuations will come out the same. When serving buyer, I would usually make a research on the indicative valuations and recent transaction price of that particular unit before advising my buyer on the reasonable offer amount. HDB Valuation is to be requested by the Buyer, within the next working day after being issued the OTP for the flat. If the flat is transacted outside a price range, a HDB appointed Valuer may go down to the flat for assessment before coming out with the Valuation.
