Dear sir/madam,

When we are referring to COV, this is a cash over valuation portion that a buyer is willing to offer on top of the valuation of the property that an owner is willing to accept. I would not say that there is such a thing called market COV rate but rather, if data is collected throughout, there could be statistics like median COV or average COV for the HDB transactions.

Dear COV,

Market COV of a town or the median COV is reflected and updated quartetly in HDB website.

A 4 room resale flat in Yishun command a median COV of $34K for 3rd quarter of 2012 but no median COV for central was updated as the number of transactions is way below the require amount needed to compute the median COV. But the recent central resale flat commands COV from $40K and onwards.

For yishun resale 4 room, recent asking ranges from $30K and onwards depending on the flats' location and condition. For more details and info, please feel free to drop me a line to discuss further.
