Is it normal for newly built condo to have a cooker hob but no supply of government gas pipe?

Interior design of the house is different from brochure. The wall space that is supposed to hold a TV turn out to be so small that it can't hold a 32" LCD TV.

Beside the developer, who can I seek justice or advise? Thanks
