Is it a practice for agent to hold our cash money(COV) before everything settled between banks and CPF? For my case, i've only got partial of the COV. The balance is still with the agent even we've completed the 2nd app.. They said that things are not settle yet between the bank and cpf.

it is not normal for agent keep cov. you should check with your bank and lawyer..
