Good morning Tuan,

S pass holders are eligible to rent whole HDB. Only work permit holders from certain industry are not eligible to do so.

There is no restriction for S pass holders and Employment pass holders to rent whole HDB flat. Restriction are onlyfor work permit holders from certain industry.
