Hi,
1) Occupier is someone who is not the owner of the property. Thus not required to follow the HDB policy.
2) Occupier can buy a private property even if HDB flat occupying is still under MOP.
3) Need to confirm you are not the essential occupier before you make any commitment to any private property.
4) Pls check whether you are defined as an essential occupier over here:

5) Note that the essential occupier has to fulfill MOP and all counts of concessionary rate loan and application status are the same as the owner.
