In what situations can I rent my whole hdb flat out? Fyi, at least for the next few years, my family and I intend to stay with my parents at their hdb flat (to more effectively take care of them) ...

Evening Denfoo,

Fulfilling the MOP period, depending on your period of purchase would the 'such to go', after getting HDB approval to rent out the whole unit.
Other cases are subjected to write-in and special approval:
Overseas posting due to work requirement
Requirement to take care of unwell parents
