In view of the new restrictions for PR to buy resale HDB, is there similar restrictions of someone who has just obtained Singapore citizenship and is over 35 to purchase resale HDB on his own?

If you have obtained Singapore Citizenship, you are already a local and hence the new ruling for P.R. does not affect you at all. And you can proceed to buy a resale HDB unit under Single Scheme when you are 35 years or older.
