You are not eligible to exercise the OTP without a valid HLE or LO. Hence you need to apply for it again. If you are jobless, that would seriously affect the HLE or LO approval amount. They will grant you the loan based on your husband's income and credit status.
Housing valuation will not be used as a gauge on your LO or HLE status.
