Good evening Marcus,

you need to dispose off your overseas property first and observe 30 months waiting period before you are eligible to apply for BTO.

If you can consider resale HDB, you can buy first and dispose off interest in overseas property within 6 months from purchase completion date.

Alternatively its to dip into private housing market. In this way, you wont have to dispose off the overseas property.

Unfortunately no, you will be unable to apply for BTO unless the house in Malaysia is sold and you have waited out a period of 30 months then you can be eligible if you meet all other criteria. You will also only be eligible for resale HDB that is 4room flat or smaller.

I regret to inform you that you're not eligible to apply for a BTO flat, as your Wife currently owns a private property overseas.

If you have very strong reasons, you may wish to appeal to HDB to purchase a resale HDB flat instead. Alternatively, you can also consider private residential, which are not subjected to HDB's restrictions.
