I'm now living in a HDB flat purchased more than 10 years ago. I had been working overseas for many years only came back recently. In the first 3 years while being overseas, I did not sublet my flat leaving it empty. My question is that if this 3 years is counted for the MOP?

Good afternoon HDB owner,

In order for the duration to be considered as minimum occupation period, you have to physically stay in the unit. Thus the period you didn't sublet while you are overseas (3 years) will not be taken in as fulfilment of MOP.

Afternoon,

The term of 'Minimum Occupation Period' indicate that at least of the owner must be staying within the unit. As per your situation, it would be good to write in to HDB and check out on your status.
