As per your statement, you are staying in a resale HDB EA, did you took HDB grant and loan for this unit?
If you have received the HDB grant, it's considered that you have enjoyed one subsidized unit from HDB. Hence the downgrading to 5 rm new unit would incurred a levy of $50k.

Hi,

If you had taken the CPF grant for the resale EA flat, on the next purchase of flat (regardless of how many rooms) direct from HDB, you are require to pay a levy of $50k.
