Your mum needs to be included in the purchase application as well. Yes HDB loan and grant is possible if your monthly household income does not exceed $14k, and if you fulfil other hdb eligibility conditions.

Yes, you are eligible to apply for HDB loan provided your household monthly income is within the income ceiling, as well as must be continously employed for the past 3-6 months. https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/financing-a-flat-purchase/housing-loan-options/housing-loan-from-hdb

Yes you should be eligible for resale grants, unless you have taken it before.

Do take note, your mum (still married to your dad) will need to be included in the HDB application as an essential occupier for you to form the family nucleus.

In order to advise you further, I will need information with regards to your mother. In the event that your mother is still married to your father, she needs to be included in the resale application at least as an occupier and is not allowed to own any other residential property. However in the event your father is a divorcee or widower, you are eligible to purchase a HDB resale and apply for a HDB loan provided both you and father have not taken more than 2 HDB loans previously. As for first timer grants, since you are below 35 years of age and your father is a Singapore PR, you are not eligible for first timer grant. Should you get married or turn 35 in the future and wanted to sell and purchase another resale/BTO, you will then be considered a first timer (purchasing resale without grant is not considered in the first timer count) and eligible for first timer grant for your next house. If you are purchasing together with your father and mother and your mother is a Singaporean that has not purchased any subsidised HDB flat previously, then you are eligible for first timer grant by virtue of your mother's eligibility status. However your mother needs to be named as an owner that way. Do note that it is not a requirement for an owner to be financing the flat. I am specialised in HDB transactions and have served numerous buyers in purchasing a HDB resale. A vast majority of buyers I served managed to purchase a house without any COV despite the challenging market situation nowadays. I would be more than glad to assist you in your housing plans. In general, this combination is possible, however, will also depend on several other factors:

1) You will need to include your mum in the family nucleus for the resale flat
2) Your household income must fulfil the grant criteria as well as HDB loan eligibility
