Hi,
Yes you are eligible for resale HDB, just that you can only take bank loan for the purchase. However I'm not sure if this is the best way to grow your wealth as buying HDB comes with its restrictions (for example the 5 year MOP period before you sell or rent out), as well as limited to none capital appreciation given prices have been on the decline for most hdb flats in general.
I have worked with clients on a similar juncture in their lives and be happy to share more on the pros & cons of each approach.
