I'm a Singaporean citizen currently married with a foreigner. Neither of us works or resides in Singapore at the moment, but we wish to return to Singapore in the long term to start a family. We're both under 35. What options are available to us in terms of HDB/loans?

Dear sir/mdm,

Do you have a time frame about returning to Singapore in this case? In terms of purchasing of resale flat, you are eligible under foreign spouse scheme if your spouse has a long term visit pass since you are below 35. If you are above 35, your spouse just requires a valid visit pass at the point of resale application. In terms of loan, you can be eligible of HDB loan or take up a private home loan with an approved financial institution in Singapore. Of course, your income has to be recognised by the lenders, thus you may wish to contact a banker in Singapore to do an assessment.

Do take note that all HDB purchases will be subjected to 5 years Minimum Occupation Period, and during this period, you are not allowed to rent out the apartment. Since you are based overseas, your MOP will also not be counted as you will be required to be physically residing in the apartment as your primary residence.

Hi,

1) You and your foreign spouse are eligible to purchase a resale HDB flat under the non-citizen spouse (NCS) scheme.
2) Since you are under 35, your spouse must obtain a long-term-visit pass, or work permit in order to qualify under the NCS scheme.
3) You also qualify for the HDB loan, but only your income will be under consideration since a foreigner cannot be an owner of the flat. Only the owner's income is eligible for the tabulation of the loan amount.
4) The new HDB loan tabulation is based on the past 12 months' income. So you may have to include your current payslips when applying for the loan.
5) You can only apply for the HFE (HDB Flat Eligibility) after your spouse obtains the valid pass.
6) Do be reminded that both of you have to apply for the Singpass once you return to the country. We are relying a lot on the Singpass when buying a property in Singapore.

If your spouse is a foreigner, you can only purchase the HDB flat under Non-Citizen Spouse Scheme, providing she has a valid long term visit pass of at least 6 months upon resale application. This means that you will be the sole owner, with your spouse as an essential occupier. As for loan, it will be entirely based on your sole income.
