Apply for the bank loan and when they reject your application, request for it in writing. Then appeal your case to HDB and request for HDB loan. However, it would be likely to be a market rate loan.

I have handled buyers who have took more than 2 HDB loan. The process is longer and troublesome but there are still chances for you.
